Acuerdos de Paz Colombia 2016 - Colombia Peace Accords

Taking into account the fact that many people work, study, or are busy in other daily activities and hence, do not have the time to read the 297 pages of the Final Peace Agreement Document signed on August 24th of 2016 by the Colombian government and FARC-EP guerrilla, this project intends to inform the audience, in a creative, original, and summarized way, about the most relevant points agreed by both parts. Not only but also, we made this set of illustrations public on Facebook on September the 30th (under the following link: https://www.facebook.com/luisabayonaotero/media_set?set=a.10210789085940085&type=1&l=834e83454b) so more people had access to the images and therefore, be informed before voting on the Plebiscite programmed on October the 2nd. To sum up, we wanted to contribute somehow to build peace and a more prospective future in this new era that the country is facing after so many years of war.

Integral Land Reform: Program for development with a territorial focus ( PDET) --> This program aims to transform rural territories to achieve the well-being of 12 million Colombians who live in the rural areas, most of them marginalized.

Internal Land Reform: Aims to decrease the urban-rural gap, hence give farmers a better life, by improving the state presence in marginalized territories, and incorporating the rural areas into the economical circles and democratic life.

Integral Land Reform: Access to land is a necessary condition for rural areas transformation, nevertheless is not sufficient. Thus, plans for infrastructure and social development need to be established aswell, and additionally financed and promoted by the government.

Integral Land Reform: 
Infrastructure plan: 
1. National plan to recover to improve tertiary roads.
2. National plan in small scale for irrigation and drainage.
3. Plan for electrification and digital connection in the rural areas.

Integral Land Reform: 
Plan for Social Development: Aims to create flexible models of education, health, housing, potable water, nutrition and basic sanitation, that adapt to communities different needs.

Integral Land Reform: Prioritize farmers with insufficient land or not any at all. Single women households and farmers who have been displaced from their land, will be given priority.

Political participation: New democratic opening so new voices can participate.

Political Participation: 
- Increased civilian participation.
- Involvement of the citizens in the construction of different plans for development in their municipalities. 
- Involvement of civilians in decision making.

Political participation: One of the main goals is to defeat the connection between politics and weapons, thus an integral Security System be created. Its main purpose will be to guarantee protection to everyone who participated in politics, social movement leaders, and defenders of human rights.

End of the Conflict: Transitional Village Zones of Normalization (ZVTN) --> The main goals of these areas, are to warrant FARC-EP disarmament, and give an end to the war and bilateral hostilities. Hence, facilitate their incorporation to civil life. In addition, observers from the UN would be present in these zones to guarantee transparency in the process, as FARC-EP not only pledged disarmament with Colombia, but also with the UN Security Council.

End of the Conflict: In order to end the internal armed conflict, FARC-EP will become a new legal political party or movement.

End of the Conflict: FARC-EP have to give away all their weapons, munitions, and explosives to representatives of the UN within 6 months. These, would be saved and guard by the International Component for Monitoring and Verification. Then, once Colombia fulfills their part of the agreement, the weapons would be used to build 3 monuments; one in Colombia, one in Cuba, and one in the UN headquarters.

End of the Conflict: Inside each ZVTN there would be different procedures to facilitate the incorporation of FARC-EP individuals into civil life again. These procedures include training for productive jobs and leveling up in primary, secondary or technical education.

End of the Conflict: FARC-EP political party will receive 7 thousand million Colombian pesos per year. This, turns out to be crucial as they will start a new party without any unarmed political experience or structure. Thus, this funding will help them to start, as they begin to generate their own legal financial resources.

End of the conflict: To ensure political representation in the new party of FARC-EP, from the 20th of July of 2018, and for 2 consecutive additional periods, their party will receive: The number of 10 congressional seats, 5 in the Senate (4.9%), and 5 in the low chamber (3.01%). However, to have access to these seats, the future FARC-EP candidates must be subscribed to a political party with legal status, or belong to a unique list of own candidates.

End of the Conflict: Each member of FARC-EP will be given 8 million Colombian pesos to use exclusively in an individual or collective project. Nevertheless, before giving them this financial opportunity, their project has to be validated by the National Council of Reincorporation (CNR), and supervised by ECOMUN. This, with the purpose of help them reintegrate to civilan life.

End of the Conflict: Once the ZVTN zones end, each member of FARC-EP will receive a once in a lifetime financial aid equivalent to 2 million of Colombian pesos. This monetarial support aim to guarantee a minimum of basic needs, while they begin their reincorporation process into civil life. This measurement is imperative, as most FARC-EP members were farmers who use to depend economically from the guerrilla.

End of the Conflict: Once the ZVTN zones end, the members of FARC-EP who had not yet been linked to a productive activity, will receive the equivalent to 90% of the minimum wage for the next 24 months. This is fundamental in any reintegration process as it allows the reintegrated people to have some time to learn and do something productive, and thus avoid going back to using weapons as their only profitable resource.

Solution to the Illicit Drug Problem: A national program for eradication and substitution of illicit drug crops will be created. The government would be the main leader of it, and the program would be focused on civilian rights.

Solution to the Illicit Drug Problem: P.I.S.D.A will be created at a municipal level. This would be plans that aim to substitute illicit drug crops and generate alternative development.

Solution to the Illicit Drug Problem: The national government, conscious of the necessities that the farmers have, will develop immediate arrangements to guarantee: nourishing security, work stability, and effective construction of an infrastructure in the zones where this agreement will be implemented.

Illicit drug crop Problem = Problem for rural development.
Consumption Problem = Problem for public health and human rights.

Solution to the Illicit Drug Problem: Development of a new governmental program to prevent the use of illicit drugs. It will assume a public health perspective, focusing mainly on user consumption and decriminalization.

Solution to the Illicit Drug Problem:
-Confrontation against money laundering.
-Confrontation against corruption and narcotraffic.
-Confrontation against chemicals used for illicit drug production ( Regulatory statutes on the use of this chemicals will be developed).

Solution to the Illicit Drug Problem:
Everyone will assume compromises:
-The government compromises to execute all the the arrangements that were established.
- FARC compromises to end any relationship with drug traffic.
- Farmers compromise to voluntarily eradicate all illicit drug crops, prevent reseeding, and avoid getting involved with anyone who practices drug trafficking. 
- Colombian people compromise to help and contribute with the solution and as a society.

Victims: Development of an integral system that takes into account the victim's rights for truth, justice, reparation and no repetition.

Victims: A special jurisdiction for peace is going to be developed. It's main objective will be to determine and guarantee that the duty of investigation, judgment and punishment, regarding the events that happened during this conflict, are accomplished.

Victims: The special jurisdiction for peace is going to be conditional. Hence, no special act of justice is going to be given to those who have not act in behalf of victims rights and thus show no commitment for the compromise of the integral reparation, no repetition, disarmament, and transgression.

Victims: Who can participate in the Integral System?
- Victims.
- Guerrilla people who committed to accept the conditions established by the special jurisdiction for peace and integral reparation.
- State agents who committed crimes in the context of the armed conflict. 
- Tertiary civilians who had participate indirectly, for example financing or collaborating the armed groups. 
- Paramilitary veterans.

Victims: The measurements for integral reparation and peace construction guarantee that those who caused damage and disturbance will need to fix it. Thus, they will contribute demining, eradicating illicit drug crops, building various highways, roads, and other structures, and giving a material or monetary contribution.

Territorial Peace: Given that this is a process, it demands active participation and collective effort for it to work out. The main goals of the agreement on territorial peace are: Land transformation by improving public goods and services, international adjustments, citizen active participation, trust, and reconciliation.

Territorial Peace: 
Requirements for achieving a long lasting peace : 
1. Security.
2. Justice: The Colombian justice system needs to be more effective. 
3. Sustainable economic dynamics. So that marginalized territories can be integrated and developmental plans can be achieved. 
4. No more non-official favors in exchange for electoral support.

Territorial peace: Signing the peace agreement, means giving an end to the conflict. However, peace needs to be done, needs to be build, and needs positive citizen participation.
